It has been approved by City Council of Piacenza the SECAP (Adaptation Plan for Sustainable Energy and Climate).

Confirming the commitment in the fight against climate change assumed in 2010 with the signing of the Covenant of Mayors , in 2019 the Municipality of Piacenza decided to join the New Covenant of Mayors for Energy and Climate and to adopt a strategy for the mitigation and adaptation to climate change by drafting the SECAP with the technical support of Ambiente Italia Srl

Mitigation

SECAP objectives Piacenza

The mitigation strategy proposed in the SECAP aims to reduce CO emissions2 on the territory of the municipality of Piacenza by 42% by 2030, compared to the value of 1990 and identifies 12 lines of action for 6 priority areas of intervention (v. graphic).

The strategy is developed by adopting a integrated approach which considers both the demand and the supply of energy, along three main lines:

  • la reduction of consumption final through:
    • the elimination of waste,
    • the abolition of improper uses
    • the increase in the efficiency of plants and equipment in use
  • the increase of production of electricity and heat from locally available renewable sources;
  • the spread of district heating.

In line with the most recent national and European policies regarding the energy transition and decarbonisation to 2050, focused on the concept of collective self-consumption (Prosumer) to energy communities, the mitigation strategy proposed in the SECAP intends to promote the spread of more efficient, sustainable and resilient systems of production, distribution and consumption of heat and electricity, capable of guaranteeing the citizens of Piacenza access to cleaner and cheaper energy.

 

Adaptation

The adaptation strategy was developed starting from an analysis of the current climate and expected changes, from the identification of climatic dangers and possible impacts, assessment of vulnerability and risk for natural resources and biodiversity, cultural heritage , human health, anthropic activities, buildings and infrastructures, specifically referred to the municipal area. The experts of Ambiente Italia, following the evaluations carried out for the 10 sectors considered, defined the adaptation strategy consisting of five general objectives, broken down into specific objectives, both related to the adaptation actions. The general adaptation objectives of the Piacenza SECAP are:

  • Increase the knowledge on the local climate
  • Increase knowledge about local effects of climate change
  • Make active and active the population
  • Strengthen the technical skills and make the theme of adaptation transversal
  • Reduce exposures, prevent and manage i risks, increase the ability to adapt, exploit the opportunity
