The activities covered by the service constitute the specialist technical support to the Toscana Costa Area Community preparatory to the procedure concerning the assignment of the integrated waste management service in the ATO area.

Performed activities:

The activities, to be integrated with those independently carried out by the internal structure of the ATO and with those resulting from the legal legal analysis of the existing management carried out by a professional firm appointed by the ATO itself, consist of:

 

  • Evaluation and systematization of data on waste management services provided by the ATO Toscana Costa – Reconnaissance and updating of the existing management situation;

 

  • Assistance in stipulating agreements with managers outside the tender perimeter;

 

  • Technical assistance during the competitive dialogue and negotiation phase;

 

  • Preparation of the technical tender documentation;

 

Support in the evaluation phase of the offers as regards the technical and economic elements.

As part of the service, the activity referred to in point 1 was developed which led to the preparation of the technical document (Supplementary Technical Document of the Extraordinary Plan and Economic Management Analysis Document) attached to the Specifications of the Call for tenders announced by the Area community for the identification of the private shareholder.

To carry out these activities, a territorial information system (SIT) was set up with monitoring functions to support the management and planning activities of the Area Community. The result of the activity consists of a georeferenced database, whose fundamental components are represented by a structured database (.xls, .mdb format) and by territorial type cartographies, the integration of which allows the development of territorial and the calculation of indicators for assessing the quality of services.

The documents and tools necessary for starting the tender procedure, currently in the finalization phase, have also been prepared:

  • Technical Specifications and related design attachments;
  • Spreadsheet for the technical-economic analysis of services and related user guide;
  • Economic and financial plan of the integrated waste management service;
  • Technical annexes to the service contract;
  • Criteria for evaluating offers.

The technical assistance activity in the competitive dialogue and negotiation phase has currently been concluded.
