The project:

SHINE leverages the combined expertise, resources and innovations of four existing LIFE ENERCOM projects to accelerate the movement of energy communities across Europe. The project will provide Local and Regional Authorities (LRAs) with the skills and tools needed to maximize opportunities and support for community energy. Concrete results will be achieved through the provision of operational support services in four national pilot projects (Spain, Italy, Belgium, and Poland), with replication activities in eleven additional countries. “ambassador”.

Project objectives:

Optimising the European Single Window (One-Stop Shop, OSS) for Energy Communities: SHINE will review and enhance existing ENERCOM tools, integrating them into the Energy Communities platform. REScoop.eu, thus creating a new portal dedicated to Local Resilience Authorities (LRA). The tools will be translated and shared through four national SDGs, adapted to their respective contexts. These include an accreditation system for municipal energy communities, a matchmaking tool, business models, and adaptable templates.

Knowledge exchange and capacity building: SHINE will promote skills development through exchanges peer-to-peer, training and technical support activities, fostering collaboration between LRAs, communities, and experts. The creation of the first European international working group on SDGs for energy communities will ensure the sharing of best practices, improving the sustainability and scalability of support services, and strengthening the evidence base on their impact.

Implementation of Local Support Services: In each pilot area, LRAs will establish physical OSS desks to directly support community-led projects focused on district heating, cooling, building renovation, and renewable energy generation. These services will be designed with sustainability and local needs at the center.

Dissemination and Replication: Tools, services, and methodologies will be disseminated through a strong network of Ambassadors, focusing on replicable and sustainable models that integrate inclusion, gender equality, and energy equity.

These activities will support over 445 community energy projects, will allow to save 18 GWh of energy, generate 51 GWh of renewable energy, create 174 new energy communities and involve 28.375 citizensThrough strong collaboration and the valorization of already tested tools and services, SHINE will ensure that cities and citizens can access the support services they need, inspiring 246 Local and Regional Authorities to replicate and ensure that energy communities grow across Europe.
